      一、項目名稱:淮安火車站南現(xiàn)代服務(wù)業(yè)集聚區(qū)建設(shè)
      二、項目內(nèi)容:火車站及其周邊區(qū)域開發(fā)。集聚區(qū)建設(shè)北至珠江路,南至淮河路,西至臺州商城,東至承德路,占地面積約720畝,由三大組團(tuán)組成:
      (一)中央商業(yè)金融區(qū)組團(tuán):位于整個地塊的中西部,占地約275畝,容積率≤1.9,由三個相對獨立又連成一片的商業(yè)金融區(qū)及一個辦公建筑區(qū)組成,中央商業(yè)金融組團(tuán)致力于成為淮安市內(nèi)首屈一指的高級CBD(中央商務(wù)區(qū))。
      (二)文化娛樂區(qū)組團(tuán):位于整個地塊的南部,占地約58畝,容積率≤1.77,本區(qū)域規(guī)劃為文化娛樂用途,為中央商業(yè)金融組團(tuán)配套服務(wù),擬建有五星級國際大酒店一座,本區(qū)域致力于建設(shè)輻射淮安市北部地區(qū)的娛樂設(shè)施,帶動第三產(chǎn)業(yè)繁榮,活躍區(qū)域氛圍。
      (三)住宅區(qū)組團(tuán):位于整個地塊的東部,占地約388畝,容積率≤1.33,本區(qū)域規(guī)劃為住宅用途,致力于建設(shè)淮安市北部高檔住宅區(qū)域。
      三、項目背景:該地塊是由未來的中央商業(yè)金融區(qū)、文化娛樂區(qū)、住宅區(qū)三大組團(tuán)構(gòu)成的大型綜合商住用地,區(qū)位優(yōu)勢明顯,交通快捷便利,投資升值潛力極大,隨著城市北擴(kuò)的步伐加快,火車站及其周邊區(qū)域未來幾年內(nèi)必將成為淮陰區(qū)乃至整個淮安市范圍內(nèi)的投資熱點地區(qū)之一。

      六、項目單位簡介:淮陰區(qū)城市資產(chǎn)經(jīng)營有限公司是隸屬于淮陰區(qū)人民政府的國有獨資企業(yè),注冊資本2000萬元,負(fù)責(zé)區(qū)政府授權(quán)經(jīng)營的城市國有控股企業(yè)和其他企業(yè)的國有資本經(jīng)營、管理、轉(zhuǎn)讓、投資、企業(yè)兼并聯(lián)合、資產(chǎn)重組、承包租賃以及對擁有所有權(quán)的淮陰區(qū)路橋冠名及城市無形資產(chǎn)進(jìn)行有償轉(zhuǎn)讓,為土地整理開發(fā)、待開發(fā)土地收購提供服務(wù)。

         37.Modern Service Area in the South of Huaian railway station
      1.Project name: Modern Service Area in the South of Huaian railway station
      2.Project content: Development of Huaian station and its surroundings.North to Zhujiang road, south to Huaihe river, west to Taizhou commerce center and east to Chengde road, the metropolitan area occupies about 720 mu and includes three groups:
      (1) Central commercial finance group: In the middle and west of the metropolitan area  and occupying about 275 mu. The bulk rate is not more than 1.9. It includs three independent commercial finance centers and a architectural office,which is dedicated to the toppest and advanced CBD in Huaian.
      (2) Amusement group:In the south of the metropolitan area and occupying about 58 mu. The bulk rate is not more than 1.77. This group is used for amusement and forming a complete set with central commercial finance group, such as a five international star hotel, which is dedicated to building  amusement facilities radiating norh of huaiai, so that promote the development of the third industry and enliven atmosphere of the group.
      (3) Dwelling house gourp: In the east of the metropolitan area and occupying about 388 mu, the group is dedicated to dwelling house,so that promote development of upscale residence in the north of Huaian.
      3.Project background: This area will be a large comprehensive commercial zone which is made up of unborn central commercial finance group, amusement group and dwelling house group.With distinct location advantage, convenient transportation, promising investment potential and the speed of extension to the north of Huaian, the train station and its surroundings will no doubt to be one of the hottest investment areas in Huaiyin district and even in Huaian.

      5. Financial evaluation:The construction period is 5 years, and the return period is 10 years.
      6.Description of undertaker:Affiliated to state-owned exclusive enterprise of people’s government of Huaiyin District, Huaiyin urban assets management co., Ltd, owns a registered capital of RMB20 million and is in charge of state-owned capital management, transfer, investment, A&M, leasing, compensable transfers for intangible assets and naming for the road and bridge belonging to Huaiyin district. And it also provides some service for sorting out and acquisition of the ground remained to develop.
