慈東濱海區(qū)堅(jiān)持產(chǎn)城融合、統(tǒng)籌發(fā)展的原則,形成“一城四區(qū)五片”的空間布局。
East-Cixi Binhai District sticks to the principle of integrating the development of industry and city, and has formed a spatial distribution as “one town, four zones and five areas”.
“一城”即面積15平方公里的龍山新城,包括金融中心、教育醫(yī)療、核心商圈、商務(wù)辦公、高檔社區(qū)等。
One town refers to Longshan New Town with an area of 15 square kilometers, including financial center, educational and medical treatment institutions, central commercial circles, commercial offices, high-grade residential areas, etc.
“四區(qū)”即慈東工業(yè)區(qū)、現(xiàn)代農(nóng)業(yè)生態(tài)區(qū)、濱海文化生態(tài)旅游區(qū)、城鎮(zhèn)居住區(qū)。
Four zones refer to East-Cixi Industrial Zone, Modern Ecological Agricultural Zone, Coastal Cultural Ecological Tourist Zone, City and Urban Residential Zone.
“五片”即現(xiàn)代農(nóng)業(yè)生態(tài)區(qū)、慈東工業(yè)區(qū)一、二期22平方公里的傳統(tǒng)產(chǎn)業(yè)整合提升片區(qū)、慈東工業(yè)區(qū)三期7平方公里的新興產(chǎn)業(yè)片區(qū)、慈東工業(yè)區(qū)四期13平方公里的石化新材料片區(qū)、達(dá)蓬山-伏龍山濱海文化生態(tài)旅游片區(qū)。

The core industrial system of East-Cixi Binhai District aims at developing advanced manufacturing industry, focuses on developing equipment manufacturing industry, electronic information industry, petrochemical new material industry and unique marine economy industry. Currently, investments in petrochemical new material industrial park, emerging industrial park, equipment and auto parts industrial park are promoted.

新興產(chǎn)業(yè)集群區(qū)(高科技園區(qū))位于慈溪中心城區(qū)西北部,規(guī)劃總面積10平方公里,近期建設(shè)區(qū)塊5.53平方公里。規(guī)劃按 “雙核、兩軸、三組團(tuán)”的結(jié)構(gòu)布局,“雙核”為活力中心和創(chuàng)新中心;“兩軸”為功能拓展軸和產(chǎn)業(yè)服務(wù)軸;“三組團(tuán)”為服務(wù)組團(tuán)、研發(fā)組團(tuán)和制造組團(tuán),并配備了必要的商業(yè)、辦公、居住、文化和休閑等配套功能。
新興產(chǎn)業(yè)集群區(qū)著力打造“4+x”產(chǎn)業(yè)體系。包括新材料產(chǎn)業(yè)、新能源產(chǎn)業(yè)、先進(jìn)裝備制造產(chǎn)業(yè)和電子信息產(chǎn)業(yè),另外還積極引進(jìn)其他對(duì)慈溪工業(yè)轉(zhuǎn)型升級(jí)具有重大帶動(dòng)作用的新興產(chǎn)業(yè)。
新興產(chǎn)業(yè)區(qū)創(chuàng)新項(xiàng)目激勵(lì)機(jī)制,按照“快速、高效、獎(jiǎng)優(yōu)懲劣”的原則,建立了多產(chǎn)多獎(jiǎng)、高產(chǎn)高獎(jiǎng)、少產(chǎn)問責(zé)的獎(jiǎng)勵(lì)機(jī)制。慈溪市政府還設(shè)立了總額為2億元的新興產(chǎn)業(yè)發(fā)展投資引導(dǎo)基金和3000萬(wàn)元新興產(chǎn)業(yè)發(fā)展專項(xiàng)資金,著力培育發(fā)展新興產(chǎn)業(yè),同時(shí)為來(lái)慈創(chuàng)業(yè)的高級(jí)人才解決住房需求。

中國(guó)慈溪長(zhǎng)三角市場(chǎng)群(慈溪市商品市場(chǎng)園區(qū)),位于慈溪市中心城區(qū)東北部,規(guī)劃占地面積2.3平方公里,總建筑面積2平方公里,總投資100余億元。旨在打造一個(gè)具有區(qū)域競(jìng)爭(zhēng)力和產(chǎn)業(yè)推動(dòng)力的綜合性、多功能、現(xiàn)代化的商品市場(chǎng)集群。
市場(chǎng)群整體規(guī)劃可以用“2,2,5,8”四個(gè)數(shù)字概括,即兩大市場(chǎng)集群、兩大配套區(qū)域、五大功能組織以及八大專業(yè)市場(chǎng)。

慈溪市綜合物流園區(qū)位于慈溪中心城區(qū)北部,規(guī)劃面積1.5平方公里。旨在打造一個(gè)服務(wù)于區(qū)域經(jīng)濟(jì)、引領(lǐng)現(xiàn)代物流業(yè)發(fā)展的,立足寧波、服務(wù)長(zhǎng)三角、輻射全國(guó)的,集物流信息、倉(cāng)儲(chǔ)配送、流通加工、采購(gòu)分銷、總部辦公五大功能于一體的現(xiàn)代化綜合服務(wù)型物流園區(qū)。

鳴鶴風(fēng)景區(qū)位于我市觀海衛(wèi)鎮(zhèn)鳴鶴,是省級(jí)風(fēng)景名勝區(qū)鳴鶴—上林湖風(fēng)景區(qū)的重要組成區(qū)塊?傄(guī)劃控制面積約40平方公里,分為鳴鶴—外杜湖景區(qū)和五磊山—里杜湖景區(qū)兩大塊。鳴鶴風(fēng)景區(qū)開發(fā)建設(shè)以生態(tài)保護(hù)、水源保護(hù)為前提,依托近海靠灣優(yōu)勢(shì),整合“古鎮(zhèn)、古寺、國(guó)藥、古瓷”四大核心文化,以湖島、山灣、水鎮(zhèn)、禪寺為核心吸引,圍繞“文化博覽、生態(tài)觀光、商務(wù)休閑、湖濱度假、康體運(yùn)動(dòng)、生態(tài)居住、宗教體驗(yàn)、田園休閑”八大功能,按照“一核、兩軸、三環(huán)、四片區(qū)” 規(guī)劃結(jié)構(gòu),把鳴鶴風(fēng)景區(qū)打造成為長(zhǎng)三角首座休閑養(yǎng)生山水古鎮(zhèn),杭州灣首座體驗(yàn)式文化客廳。
Minghe Scenic Spot, as an important component of Minghe Shanglin Lake Provincial Level Interest Area, is located in Guanhaiwei Town of Cixi. 杭州灣現(xiàn)代農(nóng)業(yè)開發(fā)區(qū)成立于2009年4月,規(guī)劃總面積69.4平方公里。園區(qū)已被納入國(guó)家級(jí)農(nóng)業(yè)科技園區(qū),列入首批省級(jí)現(xiàn)代農(nóng)業(yè)綜合區(qū)創(chuàng)建點(diǎn),已具備2.5萬(wàn)畝農(nóng)作物生產(chǎn)能力,泰國(guó)正大集團(tuán)等一批國(guó)內(nèi)外知名現(xiàn)代農(nóng)業(yè)龍頭已經(jīng)進(jìn)駐。杭州灣現(xiàn)代農(nóng)業(yè)開發(fā)區(qū)將打造成集優(yōu)質(zhì)農(nóng)產(chǎn)品生產(chǎn)基地、優(yōu)質(zhì)畜牧養(yǎng)殖基地、農(nóng)業(yè)高新技術(shù)研發(fā)和培訓(xùn)基地、農(nóng)業(yè)休閑觀光基地和種子種苗基地于一體,充分體現(xiàn)低碳和循環(huán)經(jīng)濟(jì)理念的國(guó)際一流的農(nóng)業(yè)科技生態(tài)園。
Hangzhou Bay Modern Agriculture Development Zone was founded in April, 2009, which has a total area of 69.4 square kilometers.
